The BCWMC approved the final feasibility report at its March 2016 meeting. The BCWMC held a public hearing regarding this proposed project on September 15, 2016. Hearing no concerns from the public, the BCWMC officially ordered the project, certified the cost of the project to Hennepin County for funding, and entered an agreement with the City of Plymouth to design and construct the project. The city hired Wenck Associates to design the project. 60% design plans were reviewed by the Commission Engineer and approved by the Commission in June 2017. A public open house on the project design was held on June 26th. After hearing some concerns from landowners adjacent to the project, an on-site meeting was held with landowners on July 26th. 90% plans were presented at the July and August Commission meetings and were conditionally approved by the Commission at their August 17, 2017 meeting. The project was constructed in the winter 2017 - 2018. Vegetation was established and minor repairs were made in 2019. The project officially completed at the end of 2019 and will be maintained into the future by the City of Plymouth.
The total cost of this project was $627,330 including feasibility study, administrative costs, design and construction. (This total was $236,000 less than the original budget for the project.) The BCWMC was awarded a $400,000 Clean Water Fund grant from the Minnesota Board of Water and Soil Resources and a $50,000 Opportunity Grant from Hennepin County. The remainder of the project funds came from an ad valorum tax levied on all watershed residents by Hennepin County on behalf of the BCWMC.
The BCWMC, in cooperation with the City of Plymouth, restored 2,800 linear feet of streambanks along Plymouth Creek within Plymouth Creek Park and between Fernbrook Lane North and Annapolis Lane North.
